15U & 19U Rules and Regulations

We follow and comply with the AYSO National Rules and Regulations. You can find these complete rules and regulations here. Below are key highlights, better clarification, or specific adaptions for our region of the rules and regulations. 

I. Match Conduct

  1. Half-time periods shall be a minimum of five and a maximum of ten minutes as designated by the referee.

  2. Player Safety is paramount. Water breaks are allowed at the referee’s discretion when heat conditions warrant this consideration.

  3. Where necessary due to scheduling time constraints, the duration of the 4 quarters is to be reduced by an equal amount to allow for substitution in accordance with Article I.C.1.  If the game starts late, then time will be reduced to keep within the allotted 1 hour time slot.
 

E. Duties and Responsibilities of Coaches, Referees, Officials, Other Volunteers, Spectators, Team Members and Other Participants

  1. It shall be the duty of each coach, referee, official, other volunteer, spectator, team member and other participant to:

    • Prohibit and abstain from making negative comments and complaints about officiating. Our referees are volunteers also and most of them are kids learning the laws of the game as well. If there is an issue with the officiating the concern needs to be brought up to the ref admin and not the referee. 

  2. It shall also be the duty of each coach to:

    • Remain within the coaches’ technical area (Article I.G.2) during the match; a maximum of two coaches is permitted for each team. 
      • Limit his/her sideline participation during AYSO matches to comments that are positive and/or encouraging, with limited supportive instruction.

G. Field of Play

  1. The coaches’ technical area, the area shall be as long as the diameter of the center circle. Coaches are not to be walking down to the goal line on either side to coach their team.

  2. The team listed FIRST on the schedule will sit on the East side of the field and the team listed SECOND will sit on the West side. Spectators sit to the LEFT of the half line.

  3. Spectators shall not be allowed behind the goal lines.

Guest Players

  • Guest players should be utilized in situations of true hardship. Guest players may be used to replace existing roster players that are unavailable to play in a game because they are out-of-town, injured, sick, or otherwise unavailable.
    • True hardship is classified as having 10 or less players at the start of the game.
    • If the opposing team has more then 11 players, player(s) must be provided from the opposing team first before allowing a guest player.
    • If the opposing team is below 11 players as well, then the number of starting players must be adjusted and no guest players will be allowed.
  • Guest players should only be used in games as necessary to avoid hardship. They should not take unnecessary playing time from existing team members. If an existing team member arrives after the start of the game, the guest player must be substituted for the existing player and the guest player is not allowed to return to the game.
  • Guest players can only be Region 286 CORE registered players.
